HallMark Responds to Updated APHA Guidance on Triangular Trade of Animal Products

HallMark Veterinary & Compliance Services Addresses Recent Changes in Export Regulations for Products of Animal Origin

HallMark Veterinary & Compliance Services, a leader in veterinary and compliance services in the UK, is actively responding to the updated guidance issued by the Animal and Plant Health Agency (APHA) regarding the triangular trade of products of animal origin (POAO). This update, outlined in APHA Briefing Note 16/22, is crucial for businesses involved in the export of POAO to the European Union (EU) and Northern Ireland.

The updated guidance, which comes into effect on January 15, 2024, provides clarity on the EU’s current interpretation of regulations concerning the re-export of POAO. It specifically addresses two types of triangular trade scenarios:

  •  Re-export of Rest of World (ROW) Origin POAO to the EU: Products imported into Great Britain from non-EU countries must undergo further processing before they are eligible for re-export to the EU. For instance, New Zealand lamb must be processed into a new product, like cooked lamb, before it can be re-exported to the EU.

  • Re-export of EU Origin POAO Imported into GB: These products must either undergo further processing or be exported using EHC 8461, provided they have not been subject to handling beyond standard logistics processes and remain in their original packaging.

HallMark is committed to ensuring that all clients are well-informed and prepared for these changes. Our team of expert Official Veterinarians and compliance specialists are equipped to guide clients through the complexities of these new regulations, ensuring seamless adaptation to the updated requirements.

Adapting to New Regulations for Northern Ireland Movements

Starting January 15, 2024, the guidance will also apply to POAO consignments moving from Great Britain to Northern Ireland that require an Export Health Certificate. HallMark is ready to assist clients in navigating these changes and ensuring compliance for all movements to Northern Ireland.
